Camcorder footage of a September 1994 march against the Criminal Justice and Public Order Bill, weeks before it received Royal Assent on 3 November. The Act's Section 63 defined the target in law as "sounds wholly or predominantly characterised by the emission of a succession of repetitive beats", a British government legislating against a rhythm. Ground-level footage of the people it was aimed at.
