Lurie sworn in, names fentanyl the first priority

Daniel Lurie took the oath of office as San Francisco's forty-sixth mayor and said the fentanyl crisis would be his administration's first priority. He could not legally declare a state of emergency on day one, and the Board of Supervisors later voted him extraordinary powers to act on it.
