SoMa encampments clear out before the sweep arrives

The city posted notice that it would sweep encampments in South of Market, and most tents had gone before crews appeared. Residents interviewed said clearing sidewalks moved people rather than housing them, the standing objection to a sweep policy the city retained after settling the Coalition on Homelessness lawsuit.
