A loophole in the beach drinking ban

A report on the ordinances Panama City Beach and Bay County passed to curb spring break, and a gap in the drafting that could still have allowed drinking on the sand. The 2015 rules, including the March beach alcohol ban, are the clearest case of a city legislating a season out of existence.
