When those projects end up under criminal investigation, that signal deserves scrutiny. Here is what the reporting shows, project by project: 🔴 Zvërnec / Narta / Poro Valona: the same protected coastal zone, multiple overlapping projects. Under active criminal investigation by SPAK. Bulldozers moved in without permits in April 2026, triggering the Flamingo Revolution. 🟠 Divjakë-Karavasta: a city of ~50,000 residents planned inside a Ramsar-protected national park. Only made possible by the 2024 law change. 🟠 Vjosa Delta: park boundary set in 2023 excluded this coastal strip. The MVRDV masterplan appeared for that exact strip afterward. 🟠 Orikum: two resort projects on a coastal dune system acting as a natural barrier between sea and land. No developer publicly named. 🟠 Ksamil: minister declined to approve the archaeological report in November 2024. Citizens.al reported political ties to the developer. 🟡 Butrint: a UNESCO World Heritage Site. A visitor centre by Kengo Kuma pushed through without transparent process risks the site’s status and sets a precedent. Which of these sites is closest to you?
