A Hard Hat And A Shovel By 1995 nearly every personal homepage on the web carries the same image: a tiny animated GIF of a man in a yellow hard hat digging, or a sawhorse, or a striped barricade. The label reads Under Construction. The pages are not under construction; they are finished. The GIF is decorative. 02. The Eternal Beta Tim Berners-Lee himself complains about them in 1996, calling the construction GIF the most overused image on the web. Clip-art archives like Andy's Art Attack distribute thousands of variations. They become the visual signature of an era that understands its own incompleteness as a feature. The aesthetic returns in 2020s vaporwave revivals and Neocities homepages, fully ironic, fully sincere.
