The 1928 constituent assembly

In 1928 Zogu dissolved parliament and secured the election of a constituent assembly to amend the constitution. The assembly duly converted the republic into a monarchy with himself as king. The change of form left his actual powers substantially as they had been under the republic. The monarchy is often described as a seizure of power. It was in substance a change of title: he already held dictatorial powers as president, and the 1928 statute did not greatly enlarge them.
