The constitution of the Albanian Republic was adopted on 31 January 1925, nominally creating a parliamentary republic with a bicameral parliament. In practice it allowed Zogu to appoint and dismiss ministers, veto legislation, name all senior administrative personnel and choose a third of the Senate. Contemporaries and later historians have described the arrangement as a legal dictatorship.
