The Lessee Bans Tortoise Killing

The concessionaire James Spurs prohibited killing the tortoises on the atoll he leased — an extraordinary act for a commercial operator in 1891, and by most accounts the single intervention that saved the population. Conservation on Aldabra began as a lessee's house rule, not as government policy.
