Skaggs promoted a company offering scalp transplants harvested from donor cadavers, sending press materials to journalists who reported it. The New York Department of Consumer Affairs subpoenaed the non-existent business. It is one of several Skaggs projects designed to demonstrate how a plausible letterhead and a phone number are sufficient to enter the news cycle.
